Sony obviously wanted to cut costs and that would've definitely added to the cost, i mean look at the GTX 780 (3gb) vs the Titan (6gb) the Titan only gains about 3fps over the 780 but has twice as much RAM, with overpriced stopgap cards like that they always do that but it always barely makes a difference. The only reason the PS3 version will be unable to if you transfer to a PS4 is that your Taking that PS3 Key code and transfering it to the PS4. if they wanted to do things better they could've put say 3-4gb DDR3 for the system and 4-5gb GDDR5 for the GPU. One thing they could've done is use dedicated RAM for both graphics and system, instead they are sharing DDR5 of the GPU across the whole system which is not the most efficient thing to do.
Also the cores are clocked lower than an equivalent PC CPU. It's actually quite powerful for a console, but AMD's cores are in fact weaker than an equivalent Intel CPU on a desktop, the proof for this would be if you check some recommended specs for games, i saw one where they recommend a 6 core AMD cpu but for Intel the 4 core.
